Mscorlib error creating new windows form application

Hi, all.

I'm very new to VB and this forum, so go easy :D. I am a CMM programmer, so I have a little experience with BASIC script and I'm trying to expand my programming knowledge.

Anyways...

My company re-packages software all the time for use on our computers and I think that has something to do with this issue. IT can't figure out what's going on. Here's a screenshot of the error...



My conslole application works but has a similar error. This error comes up everytime I try to create a new windows form application.
