VS 2010 MSCOMM in Vb 2010

Hello Guys I am new in using serial port, my idea is to

Turn "ON" and "OFF" the LED using an Rs-232


I did some search here but no luck..

could you please enlighten me regarding this matter?
I saw in the component toolbox the serial port but i dont know how to properly use it.

I am using VB 2010
